2.2 PADDOCK
The organizers have made
provision for the setting up of a paddock from the 13th to
the 22nd of April for the manufacturers and Foreign Teams.
Details and applicable fees will be announced soon.
2.3 ACCOMMODATION
All accommodation
arrangements will be taken care of by our booking office

We recommend that all
competitors specify their needs as soon as possible so that
the relevant bookings are made in time.
2.4 VEHICLE
ELIGIBILITY
2.4.1 Permitted
modifications
2.4.1.
Permitted modifications
Permitted Modifications:
a.The
fitting of protective undershield is allowed and its use is
recommended (Appendix J, Article 255.5.7.2.10 for Group A and
Article 254.6.6.1 for Group N).
b.The
use of Transversal Mudflaps is allowed provided they comply with the
FIA regulations (Appendix J, Article 252.7.7).
c.
If silvered or
tinted films are not used or if the side windows are not made from
laminated glass, the use of translucent and colourless anti-shatter
films on the windows is mandatory. The use of silvered or tinted
films is authorized in rallies only on the side and rear windows,
and on the following conditions:
-
Openings in these films must allow a person outside the car to see the
driver as well as the contents of the car.
The
authorization must be mentioned in the supplementary regulations of
the event.
2.4.2 Production
cars (Group N)
Cylinder capacity classes:
- class 1 up to and
including 1400 cc
- class 2 over 1400 cc up to and including 1600 cc
- class 3 over 1600 cc up to and including 2000 cc
- class 4 over 2000 cc
2.4.3 Touring
cars (Group A) including World Rally Cars

and including 1400 cc
- class 6 over

A minimum number of
five starters per class are admitted. Should this number not be
attained, the competitors in the class concerned are admitted in the
next class up of the respective group.
2.5 CUSTOMS
CLEARANCE FOR CARS AND EQUIPMENT
The ATA carnet is not
a requirement for bringing your equipment into Cyprus. If you
already have one it is useful.
The Organisers
arranged with the Chief of Customs for the following procedure:
1. A list of all
equipment carried in each van or truck, signed and stamped by your
company must be brought by the driver or other accompanying person.
Copy of this list should be faxed to the organizers beforehand.
2. Photocopy of the
passport of each driver of each vehicle, and photocopy of each
vehicle’s logbook should also be faxed.
3. In order for a car
to be released from customs, a written and signed authorization by
the vehicle owner, naming the driver authorized to import the car,
must be presented.
If the owner is a company the authorization should also bear the
company’s stamp.
4. Upon arrival,
random checks shall be carried out by customs officers to ascertain
that items in the trucks are actually on the respective lists.
5. The same procedure
shall be followed on departure so as to verify that all items
imported are actually exported even if they are damaged.
6. We shall make
arrangements for a clearing agent to be at the port in order to
expedite procedures.
2.6 PASSPORTS
- ENTRY VISAS
E.U. passport holders
can enter Cyprus without a passport. Their Identity Card is
sufficient, provided that this bears the person’s citizenship and
a photo.
Persons whose citizenship is from
the following countries do not require a visa to enter Cyprus.
The only requirement is a valid
passport. These countries are:
Andorra, Australia,
Austria, Vatican City, Belgium, Brazil, Bolivia, France, Germany,
F.R. Yugoslavia, Guyana, Qatar, Guatemala, Denmark, El Salvador,
Switzerland, Greece, Estonia, Zambia, Zimbabwe, U.A.E., U.S.A.,
United Kingdom, Jamaica, Japan, India, Ireland, Ecuador, Iceland,
Spain, Italy, Cameroon, Canada, Kenya, Colombia, Costa Rica, Kuwait,
Croatia, Latvia, Lithuania, Liechtenstein, Luxembourg, Malaysia,
Malawi, Maldives, Malta, Mauritius, Mozambique, Monaco, Bahrain,
Brunei Daruslam, Namimbia, New Zealand, Cayman Islands, Norway,
South Africa, Netherlands, Oman, Uganda, Hungary, Papua New Guine,
Poland, Portugal, Romania, Russia, Saudi Arabia, Seychelles,
Singapore, Siera Leone, Slovakia, Slovenia, Sweden, Sri Lanka,
Tanzania, Czech Republic, Finland.
Persons whose
passports do not fall into any one of the two categories above, can
forward all necessary details to the organisers, in order to obtain
the necessary visa on their behalf prior to their arrival in Cyprus.
2.7 RADIO
LICENSES
Radio transmitters
are subject to licensing. The Organisers have made the necessary
applications and a number of frequencies are available for
the competitors’ use.
Please inform us the
soonest of your existing radio frequencies in order to check if
these are available for use.
Bear in mind that
throughout the rally, the use of frequencies for amateur radio is
prohibited. At the pre-event scrutineering, the radio transmitters
and the licenses will be inspected. Radio transmitters in aircraft
will be inspected too. The use of radio transmitters will be
monitored throughout the rally. Unlicensed use or use outside the
terms of a license of a radio transmitter may lead to prohibition of
the use of the radio transmitter.
License for the use
of radio transmitters must be applied for at the Rally Office either
by fax at (+357) 22 31 34 82 or through e-mail at caa@cytanet.com.cy
2.8 MEDICAL
Persons who are not
residents of Cyprus, can be treated at the public hospitals but they must
bear the cost of the treatment.
There are both public and private hospitals offering good, immediate
and high standard treatment.
2.9 SERVICING
ARRANGEMENTS
2.9.1 Service
Parks
Servicing is allowed only in
service parks, as defined in the FIA General Prescriptions for
Rallies. These service parks are marked in the road book and the
maps of the rally.
Manufacturers entered in the FIA
WRC will have a designated area in the service parks according
to the recommendations of the FIA. The teams may bring their
auxiliary vehicles into the service park, as long as they can
park them within their designated area. Otherwise these vehicles
will have to be taken to the auxiliary parking adjacent to the
service park.
2.9.2 FIA

The
use of FIA fuel is obligatory for all competitors. No later that 3
weeks prior to the event, the competitors must notify their fuel
requirements to the sole supplier (see address below).The supplier

2.10 TOBACCO
ADVERTISING
Tobacco advertising is permitted
for foreign competitors and crews.
3 COMPETITOR ARRANGEMENTS
– AT THE EVENT
3.1 SHAKEDOWN
Shakedown for Priority 1 drivers will be arranged for Thursday
18.04.2002 from 08:00 to 12:00. A road book to the shakedown will be given to
Competitors with the reconnaissance material. The required entry
form for the shakedown will be given to all crews eligible to
participate in the shakedown.
3.2 RECONNAISSANCE
Reconnaissance will take place as
per programme. The reconnaissance material will be available for
competitors as per programme.
This material will be given to the
drivers personally or to a representative duly certified in
writing at the Rally Secretariat.
When signing for the material and
before going to the reconnaissance car’s scrutineering, the
competitor must give the organisers an information sheet including
details of the reconnaissance car, mobile phone number and/or
place where the competitor is staying.
The reconnaissance vehicle must
undergo scrutineering before the start of the reconnaissance.
This scrutineering will take place as per programme.
The identification plates must be
attached to the reconnaissance car both on the windscreen (up in
the middle) and on the left and the right rear side windows. The
plates are attached on the outside and must be kept visible for
the whole duration of the reconnaissance period.
On special stages during
reconnaissance the speed limit is 80 Km/h unless otherwise
indicated by a traffic sign or by signs placed along the route
by the organisers. The competitors must drive in a manner that
does not endanger or inconvenience other traffic or people
living near the stages. Both the police and the organisers will
control the traffic during the reconnaissance paying attention
to the manner of driving as well as to the speed. Officers on
behalf of the organizers are responsible for the control of
reconnaissance. They carry a plate ‘Recce Control" on
their cars and are entitled to stop the competitors on the route
if necessary.
3.2.1 Number
of passages
The maximum number of passages on
each special stage for reconnaissance is limited to two per
entered crew. This is controlled by means of a time card, which
must be shown at SS start, SS finish and if requested, to Recce
Control Officers along the route.
The time card must be returned to
the rally secretariat before the start of the rally.
3.2.2 Direction
of travel
In no circumstances may crews drive
in the opposite direction of the rally in the special stage,
unless given directions to do so by the organisers or authorities.
3.2.3 Sanctions
Any infringement of
the reconnaissance regulations will be reported to the Stewards
who may apply penalties under article 152 of the Code. Further,
the Stewards may report the competitors concerned to the FIA for
possible further sanctions.
In any case the
organisers must forward to the FIA the names of each competitor
and driver committing an offence in order to monitor regular
offenders.
3.2.4 Reconnaissance
accommodation
There are no special arrangements
for reconnaissance accommodation. Competitors should make their
own arrangements.
4 DOCUMENTATION
At the
documentation the following documents will be checked:
- drivers’
competition and road licenses
- competitor
license
- authorisation
for the drivers by their ASN to take part in the rally
- rally car’s
insurance cover towards third parties
- rally car’s
registration papers
- accuracy of
all information given on the entry form
5 SCRUTINEERING
5.1 DRIVERS’ EQUIPMENT
The drivers’ equipment (helmets and
flame resistant clothing) will be checked at scrutineering.
Concerning helmets,
please consult the FIA regulations, APP.L, chapter III, art.1.
5.2 FINAL
SCRUTINEERING
The final scrutineering will take
place on Sunday 21 April 2002 immediately after the Finish, at the Opel Garage in
Limassol. The cars selected by the Stewards for final scrutineering
will be notified at the exit of the final service park. They will be
escorted to the scrutineering garage, driven by the driver or a team
representative. Team mechanics must be present at final
scrutineering with the necessary tools, should the scrutineers wish
to dismantle the car. The original homologation papers of the car
must be produced at Final Scrutineering.
6 CHANGES OF MECHANICAL PARTS
/CONDITIONS FOR LIMITATION ON THE USE OF SPARE PARTS /GEARBOXES AND
DIFFERENTIALS /SEALING
The relevant articles of the 2002
Rally General Prescriptions apply for ALL
competitors.
Sealing will
take place according to a timetable to be issued at
Documentation.
7 FINAL PARC FERME
The final parc
ferme will be the one used throughout the Rally in Limassol. The
competitors must remove their cars from the final parc ferme after
the results are declared final by the Stewards and the parc ferme
is declared open, on Sunday 21 April 2002. Unless the Stewards
postpone the opening of the 'parc ferme', cars should be removed
at the latest by 21:00 hours. After this time the 'parc ferme'
will remain unguarded and the organisers bear no responsibility
for cars remaining there after that time.
