Any crew reporting to the scrutineering area outside the time limits prescribed in the supplementary regulations of the rally will not be allowed to start, except in the case of force majeure duly recognised as such by the stewards.
Competitors arriving for scrutineering later than the time allotted for their car in the time-table above, but in any case before 14:00 hrs, shall be subject to a penalty of CYŁ20,- for every 30min period thereafter.
A time control will be set up at the entry to the scrutineering area to check the arrival of crews.

ORGANISATION

This rally will be run in compliance with the International Sporting Code (and its appendices)

the General Prescriptions applicable to FIA Championship rallies, the Sporting Regulations of the FIA Championships, the provisions of the National Sporting Regulations which comply with the FIA regulations and these supplementary regulations.

IV ELIGIBLE CARS

 

4.1 Permitted Modifications:

The fitting of protective undershield is allowed and its use is recommended.

The use of Transversal Mudflaps is allowed provided they comply with the FIA regulations (Appendix J, Article 252.7.7).

The use of silvered or tinted films on windows is authorised provided that these comply to the FIA Safety Regulations, (Appendix J Article 253.11).

 

4.2 Production Cars (Group N)

Cylinder capacity classes: 1st class: up to 1300cc

2nd class: over 1300cc and up to 1600cc

3rd class: over 1600cc and up to 2000cc

4th class: over 2000cc

 

4.3 Touring Cars (Group A)

V ENTRY FORMS - ENTRIES

 

5.1 Deadline - date and time - for sending the entry form: September 11th at 12:00hrs

- Entries at the Reduced Fee: before September 1st at 12:00hrs

Details concerning the co-driver can be sent in up to 24th September at 20:00hrs.

If this application is sent by fax, the original must reach the organisers at the latest 1 week after the close of entries.

 

The Entry Form must be accompanied by the appropriate homologation form for the car and the supplementary forms if any. Should this prove impossible, the forms and their supplements must be produced during the Documentation, or at the latest at the Scrutineering before the Start otherwise the Stewards may refuse to allow the car to start.

Two passport size photographs (4x4cm) of each member of the crew, with their names written on the back, must be forwarded with the Entry Form.

 

5.2 Maximum number of entrants: 100

5.3 Authorised Ports of Entry

The authorised ports of importation and/or entry are the Port of Limassol and the Port of Larnaca.

Passengers travelling by air should enter Cyprus through Larnaca or Paphos International Airports.

 

VI ENTRY FEES - INSURANCE

 

6.1 The entry fees are as follows:

6.1.1 With the optional advertising proposed by the organisers:

I. Entries at Reduced Fee received up to 1st September 1997:

CYŁ150,- (approx. US$300.-) per entry.

II. Entries at Regular Fee received after 1st September and up to 11th September:

CYŁ300,- (approx. US$600.-) per entry

6.1.2 Without this advertising, the above fees are doubled.

6.1.3 Club or Ecurie Team: CYŁ10,- (approx. US$20.-) per car.

6.1.4 Make Team Entries: CYŁ20,- (approx. US$40.-) per car.

 

6.2 The entry application will only be accepted if accompanied by the total entry fees or by a receipt issued by the competitor’s National Sporting Authority.

 

6.3 Entry fees will be refunded in full:

6.3.1 to candidates whose entry has not been accepted.

6.3.2 in the case of the rally not taking place.

 

6.4 Description of insurance cover

The entry fees include the insurance premium, which guarantees the competitor insurance cover for civil liability unlimited for Third Party personal injuries and up to CYŁ50.000,- for Third Party property damage, subject to excess of CYŁ100,- for each and every claim.

Damages on Rally and/or Service Cars and injuries to their occupants as well as the liability of a crew member towards the other crew member of the car and/or towards the crews of other rally cars, are not covered by the insurance provided by the organisers.

The insurance cover will come into effect from the start and will cease at the end of the rally or at the moment of retirement, disqualification or exclusion.

 

 

 

 

 

 

 

 

VII ADVERTISING

 

7.1 Organisers’ obligatory advertising (see Art.10

of the General Prescriptions): Will be published

in a Bulletin by 25th August 1997 the latest.

7.2 Competitors who accept the organisers’ optional

advertising must reserve the following spaces for it.

An Area C on both front wings, as shown in

the sketch opposite, is to be reserved for this

optional advertising, when the Entry fee has

been reduced as per Art 6.1.1.

This optional advertising, will be published in a

Bulletin by 25th August 1997 the latest.

 

VIII GENERAL OBLIGATIONS

 

8.1 Control of the drivers’ helmets and equipment

The control of the drivers’ helmets and equipment will take place at the scrutineering at Mercedes Garage, on Friday 26th September, as per program.

 

8.2 Identity Card: The “identity card’ must be affixed on the left rear window.

 

8.3 The name of the driver and possibly of the co-driver with their national flags shall appear either on both front wings or on the rear side windows of the car. Any entrant failing to comply with this rule will be subject to a penalty of CYŁ40,-.

a. When the drivers’ names appear on the rear side windows, the letters of the driver’s name must be white, of a maximum height of 10cm in upper and lower case Helvetica bold face. The size of the letters of the co-driver’s name may be smaller.

The national flag of each crew member must appear adjacent to the name.

b. In case of glass breakage, the cash penalty for not carrying the crew name will be waived

 

8.4 Plates - Numbers

8.4.1 Plates: The Organising Committee will supply each crew with one set of rally plates which must be affixed as per Article 9 of the General Prescriptions.

8.4.2 Competition numbers: The Organising Committee will supply each crew with one set of competition numbers which must be affixed as per Article 9 of the General Prescriptions.

 

If it is ascertained at any time during the rally that:

I. Any competition number or rally plate is missing, a penalty of CYŁ20,- will be imposed.

II. The two competition numbers or rally plates are missing at the same time, exclusion will be pronounced.

 

8.5 Reconnaissance: Reconnaissance is free.

 

8.6 Wheels and Tyres

8.6.1 A car may transport a maximum of Two spare wheels.

8.6.2 At all times during the event the tread depth of the tyres fitted on the car must not be less than 1.6mm over at least three quarters of the tread pattern.

8.6.3 The spare wheels may be re-used if, and only if, the minimum depth is 1.6mm, but they must always remain on board the car. Any complete wheel fitted on the car or installed inside the car during servicing must reach the next service park, or the next service area where a tyre change is authorised. No complete wheel may be loaded on or taken off the car elsewhere than in the service parks, or the service areas where a tyre change is authorised.

 

 

 

 

 

8.6.4 Tyre Marking Procedure

The marking of the tyres is obligatory for all the competitors entered.

The following points must be noted.

- The tyres will be marked throughout the rally in accordance with the instructions given by the FIA

- At the start of each leg the four tyres mounted on the car and the two possible spare tyres will be marked using a special ink, the same colour for all the competitors.

- At the start from each service park or service zone, the same marking operation will be carried out using a different colour.

- Tyres which have not been used on the previous special stages or which, even if they have already been used are nevertheless in conformity with the regulations, may be marked again.

8.6.5 Control

At any time during the event controls may be carried out to check the conformity of the tyres.

Any tyre which is not in conformity will be marked with a special stamp and must not be used.

At the time control before the start of a special stage, if a scrutineer notes that a tyre mounted on the vehicle is not in conformity as regards the minimum depth, the competitor must replace this tyre with one carried on board his vehicle, on condition that the replacement tyre is in conformity, before taking the start.

The post chief will then issue the competitor with a new starting time for the start of the special stage concerned.

Any breach of the tyre regulations will result in the immediate exclusion of the crew by the clerk of the course.

 

8.7 FUEL

8.7.1 Super unleaded 98 octane fuel is available in Nicosia.

Competitors must notify the organisers of their requirements at the latest 45 days before the start of the rally.

The Competitors are responsible for checking the conformity of the event fuel each time they receive delivery from the supplier, and before it is used in competition.

8.7.2 Refuelling

Must be carried out in the service parks or service zones.

 

8.8 Changes of mechanical parts

A limitation in the use of the following spare parts applies for all competitors in the rally.

8.8.1 Throughout the duration of the rally, for all competitors, only one change of gearbox and/or differential per car will be authorised, and must be carried out at the end of a leg.

8.8.2 Only one turbo change per leg, per car, will be authorised. This change must be carried out in a service park or, outside the service park, by the crew alone, but the turbo must be transported on board the rally car or in the service vehicles.

 

Any breach of this rule will result in the competitor being automatically excluded from the event by the stewards.

 

8.9 Conditions for limitation on the use of spare parts.

A limitation in the use of the following spare parts applies for all competitors in the rally.

8.9.1 Turbocharger and compressor (hereinafter referred to as “Compressor”).

8.9.1.1. The current regulations concerning the air restrictor and the marking (Articles 54-6.1 and 255-5.1.8.3 of Appendix J) remain applicable.

8.9.1.2 Exclusively before the start of the rally, the checking of the car’s Compressor and of a maximum number of spare Compressors equal to the number of legs is compulsory,

i.e. one Compressor at the start + 1 for each of the 3 legs.

8.9.1.3 The Compressors will be marked with the number of the car (e.g. car No.1= Compressor No.1 + spares 1A, 1B, 1C) and will be allocated exclusively to that car.

8.9.1.4 It will be possible to have a lower number of spare compressors checked than the number of legs.

Only those assemblies which have been checked may be used during the rally.

 

8.9.1.5 If the competitor does not make use of the possibility of changing the Compressor on each leg, the number of spare Compressors which may be used is automatically reduced.

Example: Car No.1 - Compressor No. 1 - 3 legs.

Spare Compressors 1A, 1B, 1C. If no change is carried out on the first leg, the use of compressor 1C will not be permitted.

Under no circumstances will it be permitted to use a number of compressors greater than the number of legs remaining to be run.

8.9.1.6 The changing of the Compressor may be carried out in a service park or, outside the service park, by the crew alone, but the spare Compressor must always be carried on board the competing car or service vehicle.

It must be secured in a manner which complies with all the safety standards (Article 253-5 of Appendix J) and which must be approved by the scrutineers.

8.9.1.7 Once the change has been carried out, the Compressor which has been replaced will be reinstalled on board the car or service vehicle, in which it must be transported until the end of the leg (parc ferme) where the scrutineers can check it. The competitor may then install in its place the spare Compressor (if any) for the next leg.

8.9.1.8 In the course of one and the same leg, a Compressor which has been replaced may be used again on the same car.

Example: Car No. 1 - 1st leg: Compressors 1 and 1A may be used indiscriminately.

8.9.1.9 All the Compressors, which have been used will remain sealed until the scrutineers can check their conformity.

8.9.1.10 At preliminary scrutineering, the scrutineers may request that the restrictor be demounted for checking.

8.9.1.11 The above rules will also be compulsory for all cars whose Compressors are not equipped with an air restrictor. In this case, the Compressors will be marked only for the purpose of counting them.

 

8.9.2 Gearboxes and differentials

8.9.2.1 For each car, between the gearbox and the series of differentials installed in the car (front and/or central and/or rear), only one spare gearbox and one series of spare differentials may be used in the rally.

8.9.2.2 At pre-rally scrutineering, the competitors are obliged to have the gearbox /differential(s) installed on the car marked, as well as the spares. The parts will be identified by the car’s competition number(e.g.Car No. 1- gearbox No.1, spare gearbox No. 1R).

8.9.2.3 The seals and markings will be carried out in accordance with the specifications published by the FIA for the different models of cars.

8.9.2.4 The replacement of these parts may be effected only in the last service park of each leg. Controls may be carried out by the scrutineers in order to check that the regulations are respected.

8.9.2.5 On condition that the seals and markings of a demounted gearbox/differential(s) remain intact, the parts may subsequently be reused in accordance with the conditions set out above.

8.9.2.6 Under all circumstances, the markings/seals must remain intact throughout the duration of the rally, and the scrutineers may at any time ask the competitors for a control and may, at the end of the rally, demount the parts in order to check their conformity.

8.9.2.7 The FIA technical delegate will seal/mark all the cars.

8.9.2.8 The seals/markings will be carried out in such a way as to allow the competitors to replace the clutch and possible accessories.

 

 

8.10 Servicing

8.10.1 Service parks and service zones shall be set up along the route and shall be specified in the road book. The speed of the cars in the service parks and service zones may not exceed 50km/h. Marshals shall check that this regulation is observed and any infringement will result in a penalty which may go as far as exclusion.

8.10.2 Additional zones for refuelling shall be set up and shall also be specified in the road book. These refuelling points will be subject to the same regulations as at the service parks and zones mentioned in Article 4.2. Except of the fitting of spare wheel(s), tyre changes are not authorised.

8.10.3 Time controls will be set up at the entrance and exit of service parks. A service time of 20 minutes shall be applied for all the vehicles in each service park, except in the service park at the end of each leg where the service time shall be 45 minutes.

The crews must check in at the different Time Controls at their target check-in time.

They will be subject to the penalties set out in these supplementary regulations for checking in early or late at the Time Control.

8.10.4 Outside the service parks and the additional service zones, any intervention on the car may only be carried out by the members of the crew and using solely the equipment carried on board, with no external assistance on any kind whatsoever.

Marshals shall check that these prescriptions are observed and any infringement will result in a penalty which may go as far as exclusion.

8.10.5 Definition of prohibited assistance

8.10.5.1 Any person other than the driver and/or the co-driver of a particular competing car performing any work or action on that car.

8.10.5.2 The use or receipt by the driver or the co-driver of any materials (solid or liquid), spare parts, tools or equipment other than those carried by that competing car.

8.10.5.3 The parking of an identified service vehicle or the positioning or setting up of any materials, spare parts, tools or equipment elsewhere than in a service park.

8.10.5.4 The deviation of the rally car from the route of the rally.

8.10.6 Service vehicles allowed in the service parks:

No more than 2 service vehicles per entered car may officiate throughout the duration of the rally. These vehicles shall be clearly identified by means of plates issued by the organiser.

 

Any infringement may result in the exclusion of the assisted vehicle by the stewards.

8.10.7 Any air assistance for crews taking part in the rally is forbidden.

 

 

 

RUNNING OF THE RALLY

 

IX START

 

9.1 Official time

Throughout the rally, the official time will be based on BBC World Service Time Signals amended to Cyprus Time.

 

9.2 All cars authorised to take the start must be driven (by any person authorised by the competitor) into the Starting Zone at any time between 18:00 hrs - 19:00hrs on Friday 26th September.

A penalty of CYŁ20,- per 15 minute delay shall be imposed.

The Starting Zone shall be regarded as a “Parc Ferme”.

Crews may enter the start Parc Ferme, 10 minutes before their start time.

 

9.3 All cars will be started at 2 (two) minute intervals in the order of competition numbers with the lowest numbers starting first.

 

9.4 These numbers shall be awarded in the following order:

*Series 1: Drivers seeded by the FIA - A Priority

*Series 2: Drivers seeded by FIA - B Priority

*Series 3: Drivers placed in the first three places of the General Classification in an event counting towards a F.I.A. Rally Championship during the years 1994 - 1997.

Drivers placed in the first 3 positions in their respective National Rally Championships during any of the years 1994 - 1996.

Drivers included in their respective National Priority Starters list for rallies, valid for the current year.

 

The above should be stated on the Entry Form and certified by the Driver’s ASN otherwise they may not be taken into consideration.

*Series 4: All the other Drivers entered.

  1. The starting order of the legs will be determined according to the provisional classification established at the end of the previous leg.

 

  1. At the end of each leg, the panel of the stewards of the meeting may reclassify at its discretion

the FIA seeded drivers still in the rally.

XI PROTESTS - APPEALS

 

11.1 Sum of the protest fee set by the ASN: CYŁ 100,-

 

11.2 If the protest requires the dismantling and the reassembly of the different parts of a car, the claimant must pay an additional deposit:

11.2.1 of CYŁ300,- if the protest involves a clearly defined part of the car (engine, transmission, steering, braking system, electrical installation, bodywork, etc).

11.2.2 of CYŁ500,- if the protest involves the whole car.

 

11.3 The expenses incurred by the work and by the transport of the car shall be borne by the claimant if the protest is unfounded, or by the competitor against whom the protest is lodged if it is upheld.

 

11.4 If the protest is unfounded, and if the expenses incurred by the protest (scrutineering, transport, etc.) are higher than the amount of the deposit, the difference shall by borne by the claimant.

Conversely, if the expenses are less, the difference shall be returned to them.

 

11.5 Sum of the appeal fee

11.5.1 Sum for a national appeal fee (ASN): CYŁ 200,-

11.5.2 Sum for an international appeal fee (FIA): 30.000FF

 

 

XII CLASSIFICATIONS

 

12 Classifications

 

12.1 During the rally, the classifications to be published will be as per Article 21.2.1 of the General Prescriptions.

 

12.2 In addition to the general classification of the rally, an independent classification for Amateurs

(complying with both 12.2.1 & 12.2.2 below) will be included covering:

12.2.1 all drivers not seeded by the FIA

12.2.2 all drivers entered in their own name and in a car belonging to them or hired by the crew

member(s) (in which case a bona-fide hire contract must be presented, stating a non

subsidised hire fee, payable by the crew member(s)).

12.2.3 The list of crews admitted in this classification will be drawn up before the start.

12.2.4 Any disputes shall be examined by the stewards whose decision shall be final.

 

12.3 Team Entries

12.3.1 Team entries must be composed of cars and drivers whose individual entries have been accepted. Each Team may consist of a maximum of five (5) cars and a minimum of three (3). In each team the performance of the best three (3) cars will count for the final results. No car may be included in more than one Team eligible for the same Cup.

12.3.2 Team Entries will be accepted as per the program.

12.3.3 Each Club, Ecurie, Manufacturer or his Representative in Cyprus, may enter more than one team for the corresponding Cup, but for each Cup the same crew may only be part of one Team.

12.3.4 Cars included in a Make Team must not necessarily have been individually entered by the same Entrant.

In such a case the written approval of the Individual Entrants must be produced.

Cars must, however, be of the same make but not necessarily of the same model or type.

12.3.5 The winning Team shall be the one which has the lowest number of penalties after adding together the result of the three (3) highest placed cars of each team.

In the event of a dead heat, the winning team shall be the one which has the highest placed car in the general classification.

If less than three cars of the Team are classified as finishers that Team will not be considered for the Team Award.

The exclusion of one of the team’s vehicles, or the withdrawal through retirement or the exclusion of three of them will cancel the whole team.

 

12.4 The Make Team Cup, the Club team Cup and the Ecurie Cup, shall not be awarded unless a minimum of three (3) Teams start in each Cup. Otherwise Team Entry Fees will be refunded.

 

12.5 Only all-female teams shall be eligible for the Ladies’Cup.

COMPETITORS’ RELATIONS OFFICERS

 

The Competitors’ Relations Officers are:

PRINCIPAL MISSIONS

Inform the competitors and play a mediating role at all times.

This post must be entrusted to an official in possession of a license issued by their A.S.N. as it implies a certain knowledge of the general regulations. They may attend the meetings of the stewards, in order to keep abreast of all the decisions taken.

The competitors’ relations officer must be able to be easily identified by the competitors. To this end it is advisable that:

1. They wear a very conspicuous badge or tabbard.

2. They are introduced to the competitors at the drivers’ briefing.

3. Their photograph be included in the Supplementary Regulations or in a bulletin if possible.

 

PRESENCE DURING THE RALLY

When the secretariat is opened, they should have the secretary of the meeting draft a schedule of their duties which shall be posted on the notice board of the rally and which shall include:

- Presence at scrutineering

- At the secretariat of the meeting.

- At the start of the rally

- At the regrouping halts

- Parc Ferme at end of sections

- Near the parc ferme at the arrival (the latter being dependent on the rally timetable).

 

Function:

- Give accurate answers to all questions asked.

- Provide all information or additional clarifications in connection with the Supplementary Regulations

and the running of the rally.

 

Mediation:

Avoid forwarding questions to the stewards which could be solved satisfactorily by a clear explanation with the exception of protests (for example, clarify disputes over times, with the assistance of the time-

keepers).

The Competitors’ Relations Officer shall refrain from saying anything or taking any action which might give rise to protests.
